Job Overview

We are seeking an experienced Technology Delivery Manager (Technical PM) to support a live banking technology programme in Riyadh, Saudi Arabia. This is an urgent 6-month onsite contract with potential extension, requiring an immediate start. The ideal candidate will have direct experience managing technology projects within banks or financial institutions, with SAMA-regulated banking experience considered an advantage.

The successful candidate will be responsible for driving technology delivery across multiple vendors and workstreams, ensuring projects achieve defined outcomes rather than simply coordinating activities. Strong knowledge of core banking systems, digital channels, payments, APIs, Jira governance, Agile delivery, and executive stakeholder management is required.

Key Responsibilities

• Manage technology projects within banking and financial institution environments.
• Drive delivery across multiple vendors and workstreams.
• Take ownership of project outcomes, milestones, dependencies, and deliverables.
• Manage day-to-day technology project execution and delivery activities.
• Apply strong understanding of core banking systems, digital channels, payments, and APIs.
• Maintain hands-on Jira governance for project tracking, reporting, and delivery management.
• Track project progress, risks, issues, dependencies, and action items.
• Prepare executive-level presentations, reports, and project updates.
• Communicate effectively with senior stakeholders and executive leadership.
• Coordinate with technology teams, vendors, business stakeholders, and delivery partners.
• Support Agile and SAFe delivery practices where applicable.
• Maintain project governance and delivery standards.
• Identify delivery risks and implement appropriate mitigation strategies.
• Ensure alignment between technical teams, business requirements, and programme objectives.

Requirements & Qualifications

• Proven experience personally managing technology projects within a bank or financial institution.
• Experience with banking technology and transformation programmes.
• SAMA-regulated banking experience is an advantage.
• Strong understanding of:
  • Core Banking Systems
  • Digital Channels
  • Payments
  • APIs
• Proven experience managing multi-vendor and multi-workstream technology delivery.
• Strong delivery management skills with a focus on achieving project outcomes.
• Excellent executive communication and presentation skills.
• Ability to create professional presentations and reports for senior stakeholders.
• Strong hands-on experience with Jira governance, including day-to-day tracking and reporting.
• GCC or regional banking experience is preferred.
• Familiarity with SAMA is an advantage.
• Confluence experience is advantageous.
• Agile/SAFe experience is advantageous.
• Candidates based in KSA or able to mobilize immediately are preferred.
• Strong leadership, stakeholder management, communication, analytical, and problem-solving skills.
