Job Overview

High Links Contracting is seeking an experienced Technical Engineer to support construction procurement and technical evaluation activities in Riyadh, Saudi Arabia. The role focuses on preparing comprehensive technical Request for Proposal (RFP) packages, reviewing project documentation, defining procurement requirements, and coordinating technical inputs across multiple construction disciplines.

The successful candidate will work closely with Engineering, Procurement, Commercial, Construction, consultants, subcontractors, and suppliers throughout the RFP and technical evaluation process. Strong knowledge of multidisciplinary building works, including architectural, structural, civil, MEP, interior fit-out, and specialist packages, will be highly valuable.

Key Responsibilities

• Prepare complete technical RFP packages, including scope of work, technical requirements, deliverables, and supporting documentation.
• Review contracts, specifications, drawings, BOQs, schedules, and other project documentation.
• Identify the complete technical scope to be incorporated into procurement packages.
• Define required material submittals, shop drawings, method statements, samples, warranties, testing and commissioning requirements, and other technical deliverables.
• Identify scope gaps, interfaces, exclusions, and coordination requirements between subcontractors and disciplines.
• Prepare technical comparison and evaluation of subcontractor, consultant, and supplier proposals.
• Prepare technical clarifications and post-tender clarification requirements.
• Coordinate with Engineering, Procurement, Commercial, Construction, and other project teams during RFP and technical evaluation processes.
• Review technical proposals for compliance with project requirements.
• Support procurement teams with technical assessments and recommendations.
• Coordinate multidisciplinary technical requirements across construction packages.
• Maintain accurate technical documentation and evaluation records.

Requirements & Qualifications

• Bachelor’s degree in Civil Engineering, Architecture, or a related discipline.
• 5–8 years of relevant professional experience.
• Experience in construction and multidisciplinary building projects.
• Procurement experience is preferred.
• Strong understanding of technical RFP preparation and procurement documentation.
• Ability to review contracts, specifications, drawings, BOQs, schedules, and project requirements.
• Experience preparing technical scopes, specifications, and deliverables.
• Knowledge of subcontractor, consultant, and supplier technical evaluation.
• Strong understanding of multidisciplinary building works, preferably including:
  • Architectural
  • Structural
  • Civil
  • MEP
  • Interior Fit-Out
  • Specialist packages
• Strong technical writing and document-review capabilities.
• Strong coordination and communication skills.
• Ability to work effectively with Engineering, Procurement, Commercial, and Construction teams.
