Job Overview

Manarah Al-Jubail Contracting Company (MCCL) is seeking an experienced QC Manager – Civil to join its team in Saudi Arabia for TR–ORASCOM Projects. The position is responsible for leading Civil Quality Control and QA/QC activities throughout project execution, ensuring construction works comply with approved drawings, specifications, Inspection & Test Plans, quality procedures, and applicable project standards.

The successful candidate will manage QC Engineers, Inspectors, and multidisciplinary quality teams while coordinating with clients, consultants, contractors, and project management teams. The role requires extensive experience in Civil QA/QC, particularly within Oil & Gas, petrochemical, industrial, or major construction projects, along with strong knowledge of Saudi Aramco standards and quality requirements.

Key Responsibilities

• Lead and manage all Civil QA/QC activities throughout project execution.
• Ensure construction activities comply with approved drawings, specifications, ITPs, procedures, and project standards.
• Review, implement, and manage Quality Control Plans (QCPs).
• Review and manage Inspection & Test Plans (ITPs).
• Review Method Statements and ensure quality requirements are incorporated into construction activities.
• Manage inspection records and quality documentation.
• Monitor and manage Non-Conformance Reports (NCRs), corrective actions, and quality observations.
• Ensure timely close-out of quality issues and outstanding documentation.
• Supervise QC Engineers, Inspectors, and multidisciplinary quality personnel.
• Coordinate inspection activities with construction and project management teams.
• Interface with clients and consultants regarding inspections, quality issues, documentation, and approvals.
• Monitor project quality performance against established objectives and requirements.
• Identify quality risks and implement corrective and preventive actions.
• Drive continuous improvement initiatives to maintain project compliance and quality performance.
• Prepare and review technical quality reports and relevant project documentation.
• Ensure quality records are maintained accurately and in accordance with project requirements.

Requirements & Qualifications

• Bachelor’s degree in Civil Engineering.
• Minimum 10+ years of professional experience in Civil QA/QC.
• Strong experience in Oil & Gas, petrochemical, industrial, or major construction projects.
• Previous Saudi Aramco project experience or approval is highly preferred.
• Strong knowledge of Saudi Aramco engineering standards, specifications, and quality requirements.
• Extensive practical knowledge of ITPs, QCPs, Method Statements, NCRs, and QA/QC procedures.
• Proven experience managing and supervising QC Engineers, Inspectors, and multidisciplinary quality teams.
• Strong experience coordinating with clients, consultants, contractors, and project management teams.
• Strong technical reporting and documentation skills.
• Good English communication and presentation skills.
• Strong understanding of construction quality control requirements and project compliance.
