Job Overview
We are seeking an experienced Head of GIS / Asset Data & GIS Lead to lead enterprise Geographic Information System (GIS) strategy, asset data management, spatial data governance, and GIS integration within a large-scale utilities environment in Oman. The role will be responsible for establishing and maintaining effective GIS frameworks that support asset management, operational decision-making, data quality, and infrastructure performance.
The successful candidate will provide leadership across corporate geodatabases, asset registers, spatial data models, asset data reconciliation, and GIS integration with enterprise maintenance and asset management systems. Strong expertise in Esri GIS technologies, ArcGIS Utility Network, enterprise asset management systems, SQL, mobile field-data capture, and reporting tools will be essential.

Key Responsibilities
- Lead enterprise GIS strategy, governance, and implementation across the utility environment.
- Manage corporate geodatabases, enterprise asset registers, spatial data models, and associated GIS infrastructure.
- Establish and maintain spatial data governance standards and quality frameworks.
- Ensure accuracy, reconciliation, completeness, and consistency of asset data.
- Manage timely asset onboarding and as-built data updates.
- Lead GIS integration with enterprise maintenance systems and asset management platforms.
- Integrate GIS data with asset registers, reporting platforms, and condition-assessment activities.
- Oversee mobile field-data capture and associated asset data workflows.
- Support spatial data quality assurance and reconciliation processes.
- Manage GIS reporting and data layers required for operational and asset management activities.
- Support condition-assessment data management and asset lifecycle information.
- Manage data associated with district-metered areas (DMA) and non-revenue water activities.
- Collaborate with operational, engineering, maintenance, asset management, and technology teams.
- Drive continuous improvement of GIS and asset data management processes.
- Ensure GIS systems and asset information support effective utility operations and strategic decision-making.
Requirements & Qualifications
- Bachelor’s degree in Geomatics, Surveying, Geography, Civil Engineering, Information Systems, or a related field.
- Degree certificate is mandatory.
- Minimum 12 years of enterprise GIS experience within a utility environment.
- Service certificates covering the required 12 years are mandatory.
- Proven experience managing:
- Corporate geodatabases
- Large-scale asset registers
- Asset data quality
- Data reconciliation
- Spatial data models
- Strong expertise in Esri GIS technology.
- Strong experience with ArcGIS Utility Network.
- Experience with enterprise asset management systems.
- Knowledge of mobile field-data capture technologies and workflows.
- Strong SQL knowledge and experience with reporting tools.
- Experience integrating GIS with maintenance systems, asset registers, and reporting platforms.
- Strong knowledge of condition-assessment data management.
- Experience with as-built data and asset onboarding processes.
- Knowledge of district-metered-area (DMA) and non-revenue water data management.
- Strong leadership, stakeholder management, analytical, and communication skills.
- Experience with private-sector participation or performance-based contracts is a strong advantage.
- Desirable certifications include Esri, GISP, FME, IAM, ISO 55001 Foundation, or PMP.
