Job Overview

Mind Stream is seeking an experienced HSE Engineer to lead health, safety, and environmental activities across water and drainage infrastructure construction projects in Qatar. The role is responsible for maintaining strong HSE standards, managing high-risk construction activities, and ensuring compliance across project sites.

The successful candidate will have extensive experience in construction and infrastructure safety, including Risk Assessments, Method Statements, Permit to Work (PTW), HSE inspections, audits, incident investigation, and root cause analysis. Previous experience on Ashghal (Public Works Authority) projects is mandatory.

Key Responsibilities

• Prepare and maintain Risk Assessments and Method Statements (RAMS) for construction activities.
• Manage Permit to Work (PTW) systems for excavation, confined-space work, lifting, hot work, and other high-risk activities.
• Conduct site safety inductions and toolbox talks.
• Deliver HSE awareness and safety training sessions.
• Perform routine and unannounced HSE inspections across project sites.
• Conduct HSE audits and monitor compliance with established safety requirements.
• Investigate incidents and near misses.
• Perform root cause analysis and establish corrective and preventive actions.
• Monitor HSE compliance among subcontractors and site personnel.
• Coordinate with project management teams regarding HSE requirements.
• Liaise with client HSE representatives on safety-related matters.
• Identify potential workplace hazards and implement appropriate control measures.
• Support continuous improvement of project HSE standards and procedures.

Requirements & Qualifications

• Bachelor’s Degree in Engineering.
• 8+ years of HSE experience in construction or infrastructure projects.
• Mandatory experience working on Ashghal (Public Works Authority) projects.
• Strong experience preparing Risk Assessments and Method Statements (RAMS).
• Proven experience in incident investigation and root cause analysis.
• Strong knowledge of HSE inspections and audits.
• Practical experience managing Permit to Work systems.
• Experience conducting toolbox talks, safety inductions, and HSE awareness sessions.
• Water, drainage, utilities, or infrastructure construction experience is preferred.
• Strong communication, coordination, and reporting skills.
• Ability to work effectively with project teams, contractors, subcontractors, and client representatives.
• Relevant HSE certifications and professional training are advantageous.
